直接编译会报 picins.sty not found,
建议直接在 dianzixuebao.cls 中删除 \usepackage{picins} 也可以编译成功

需要手动在 CTAN 上进行下载, 点击链接可以直接下载, 放在与 Template.tex 相同的文件夹下, 然后使用 xelatex 编译即可.

cls 里还要求加载 picins 包，但实际根本没有用，所以，把 cls 里 \usepackage{picins} 注释掉或者删掉就能编译过去了，或者自己补充一个空文件起名 picins.sty 也行。
另外，cls 里用的文档类是 ctexart，CTEX 套装里的 ctex 包太旧了，编译不过去很正常。发行版用 texlive，CTEX 套装就算了吧。
